Board of Supervisors Meeting Recap for August 20, 2024

The Kern County Board of Supervisors met today as scheduled for Tuesday’s August 20, 2024, Board Meeting. Supervisor Jeff Flores (District 3), Chairman David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Supervisor Phillip Peters (District 1) was absent from both sessions. District 2 is currently vacant. Meeting Highlights: 

  • Item No. 3 AM session:
  • The Board voted to proclaim September 2024 as Services Clubs Month in Kern County.
  • Item No. 4 PM session:
  • The Board voted to proclaim September 2024 as Recovery Month in Kern County.
  • Item No. 19 AM session:
  • The Board approved Animal Services’ selection and award of agreement to Yvonne Pickerell DBA Kern Valley Animal Shelter, as the successful vendor in response to a Request for Proposal (RFP) for operation of the Kern River Valley Animal Shelter, effective September 1, 2024, for a five-year term.
  • Item No. 24 AM session:
  • The Board heard a presentation on the Kern County 2024 Elections processes.

  • Item No. 27 AM session:
  • The Board approved the certification of results of the California City Special Election held July 30, 2024.
  • Items No. 28 – 31 AM session:
  • The Board approved resolutions from the City of Bakersfield, City of Delano, City of McFarland, and City of Shafter requesting the Kern County Elections Official to conduct their General Municipal Elections to be held on November 5, 2024.
  • Item No. 43 AM session:
  • The Board conducted the TRUTH Act Community Forum in accordance with Government Code Section 7283.1(d) regarding local law enforcement agencies interaction with United States Immigration and Customs Enforcement in 2023.

  • Item No. 46 AM session:
  • The Board approved a proposed grant agreement with the California Health and Human Services Agency, Office of Youth and Community Restoration, containing non-standard terms and conditions, for Workforce Development Grant services for justice-involved youth with disabilities through September of 2027.
  • This funding supports eligible youth ages 16 – 25 with physical or mental impairments in the juvenile justice system that are in the pursuit of educational and vocational services designed to lead to employment and other career opportunities.
  • Item No. 48 AM session:
  • The Board approved an agreement with the State of California Office of Traffic Safety for the Child Passenger Safety program through September of 2025.
  • Item No. 53 AM session:
  • The Board approved a grant agreement with Board of State and Community Corrections for the Residential Substance Abuse Treatment Program through December of 2027, which assists local governments in developing and implementing substance abuse treatment programs and maintain community-based aftercare services for offenders.
  • Items No. 7 – 12 PM session:
  • The Board held a series of protest hearings for cost incurred for various nuisance abatement work throughout unincorporated Kern County.
  • This effort supports the enhancement of quality-of-life for Kern County residents.
  • Item No. 20 PM session:
  • The Board approved an employment agreement with Nancy Anderson for the position of Chief Administrative Officer from September 9, 2024, through September 8, 2029, with a revised bi-weekly base range of 90.0, salary of $10,536.86 and all applicable benefits.
  • Item No. 21 PM session:
  • The Board heard a presentation on Kern360, Kern County’s implementation of a new Enterprise Resource Planning (ERP) system.

  • Item No. 23 PM session:
  • The Board voted to contribute $2,500 to the United Way of Kern County to support efforts helping those affected by the Borel Fire.
  • Item No. 24 PM session:
  • The Board voted to donate school supplies to the Shafter Lions Club, contribute $2,500 to the United Way of Kern County to support efforts helping those affected by the Borel Fire, and $500 to Soroptimist International of Delano.
  • Item No. 25 PM session:
  • The Board voted to contribute $300 to the Public Safety Professionals Retreat.
  • Item No. 29 PM session:
  • The Board identified an apparent low, responsive, and responsible bid and approved Contract No. 1650.7010.22 with Vortex Construction, for the Rosamond Park Restroom Project, to improve quality of life services for Kern County residents.

 

Budget Hearings are scheduled for August 27, 2024 at 9 a.m.

The next Regular Board Meetings are scheduled for September 10, 2024 at 9 a.m. and 2 p.m.
